Police Report

By Annette Christie

Watervliet City Police activity

The City of Watervliet had 89 calls for service in the month of November.  That included four felony arrests, 19 misdemeanor arrests, nine assists for other agencies, and 136 traffic stops.  The department wrote 29 citations and provided 143 traffic warnings.

Chief Sutherland is making efforts to improve their visibility.  The department recently had a new sign installed on the northeast corner of the building to clearly identify the location of the department. There is a new entry door that is clearly marked “Police.”  In addition, there will soon be a weatherproof outside telephone that a person can use to find the Police Department directly.

Two charged with embezzlement from landfill

Berrien County Prosecutor Mike Sepic has announced that charges have been authorized for two individuals for embezzlement.

Clyde David Fuller III, 46, of Buchanan has been charged with conducting a criminal enterprise and embezzlement over $100,000, felonies punishable by up to 20 years in prison.

Terry Eldon Snow, 54, of Eau Claire has been charged with aiding and abetting a criminal enterprise and embezzlement over $100,000, felonies punishable by up to 20 years in prison.

These charges stem from their work with the Southeast Berrien County Landfill Authority located on Mayflower Road in Niles Township, where Fuller was the director and Snow was an employee.

Over the past few months, the Berrien County Sheriff’s Office conducted an investigation into payments made by the Landfill Authority to one particular company, GT&S Enterprises. Those payments totaled approximately $249,000 between December 2016 and June 2017.

Public records link GT&S Enterprises to Goldie Snow, mother of Terry Snow. Payments from the Landfill Authority to GT&S Enterprises coincided with transfers to bank accounts owned by Fuller and Snow individually.

Landfill Authority records show Fuller authorized payments of GT&S invoices. The Landfill Authority itself was not made aware of any relationship between GT&S Enterprises and Fuller or Snow prior to authorizing payment for invoices from GT&S Enterprises. The investigation revealed that GT&S provided no services to the landfill.

The two were arraigned on December 12, 2017.  Bond for Fuller was set at $20,000 personal recognizance and for Snow at $10,000. Their pre-exam conference is set for December 20, 2017 and their preliminary examination hearing for December 27, 2017, both at 8:30 a.m.

Sepic notes that the charges are merely accusations and the subjects are presumed innocent until and unless proven guilty.
