Holtec’s reopening of Palisades Power Plant could be pushed to 2026 amid lawsuit by environmental coalition

Three environmental groups have filed a federal lawsuit against Holtec International to block the planned restart of the Palisades Nuclear Power Plant. Filed in the United States Federal District Court for Western Michigan on Nov. 17, 2025, the lawsuit—brought by Beyond Nuclear, with Don’t Waste Michigan and Michigan Safe Energy Future as co-plaintiffs—argues the NRC violated federal law by granting Holtec an exemption that allowed the plant to shift from decommissioning back to operational status. The suit claims this exemption violates the Atomic Energy Act, the Administrative Procedure Act, and the NRC’s own regulations, and as such, Palisades should not resume operations.
